Stanley Bligh, an English barrister and local landowner, built the orignal memorial at his own cost, on his land. After his death in 1949 Breconshire County Council acquired the land and memorial. A public appeal for a new memorial was launched in 1953 and the stone was given by Penmaenmawr quarries, in Llywelyn's native county of Caernarfonshire.
